Who publishes the Journal Officiel
The Ministère chargé du Secrétariat Général du Gouvernement (MCSGG, ministry in charge of the government's general secretariat) runs the Journal Officiel. Its site, in French and Arabic, has a section headed droit mauritanien (Mauritanian law) with entries for the Journal Officiel, the Constitution, the codes and a search page 1. It publishes the communiqués of the Conseil des Ministres (Council of Ministers), the most recent listed being dated 12 August 2026 1. The ministry gives its address as 562 Avenue du Roi Faissal, Nouakchott 1.
Issue numbers and dates
The MCSGG home page lists the eight latest issues under the heading portail du Journal officiel 1. Numbers carry the year and a running serial.
Special issues
Some texts appear in a bis (supplementary) issue. Law 2015-032, which amended the Commercial Code, appeared in Journal Officiel n° 1348 bis of 30 November 2015, the issue shown in the text WIPO Lex holds 3. WIPO Lex lists that law as entering into force on the same day, 30 November 2015 3.
Texts can order a faster route. Ordinance 83-127 of 5 June 1983 on land and state property states that it is to be published under the procédure d'urgence (urgent procedure) and carried out as a law of the state 5.
The digital portal
The MCSGG announced the launch of the portail numérique du Journal Officiel (digital portal of the Official Journal) on 24 November 2025 1. As reported by Samira Njoya of Ecofin Agency on 28 November 2025, the portal is free and centralises all editions since 1959 2. It holds a selection of laws, decrees, international conventions and other regulatory texts, with more than 30,000 authenticated texts, in Arabic and French with an advanced search engine 2.
The same report says the project is part of the World Bank-funded Western Africa Regional Digital Integration Program (WARDIP Mauritania) 2. It includes training for staff of the general secretariat in digital archiving, legal database management and code updates 2. The ministry site links a mode d'emploi (user guide) for the portal 1.
Legal notices and company publicity
Company law relies on publication. Mauritania's Commercial Code gives the exclusive right to a trader's name or business name entered in the trade register and published in a journal d'annonces légales (legal notices newspaper) to its owner 4. Registered security interests, such as share pledges, are entered in the trade register for any interested person to consult 4.
The MCSGG site does not state subscription prices or the rules for paid notices, so none are given here. No separate legal notices bulletin could be confirmed from an official Mauritanian source.
