The trade register and OMPIC
OMPIC describes the Registre Central du Commerce as one of the two components of the registre du commerce (trade register). The other is the set of local trade registers 1. Natural and legal persons with a commercial activity must register and receive a registration number. The register informs third parties, and any person may ask for its information 1. The central register gathers, for the whole kingdom, the information held in the local registers 1.
An individual trader files a written application at the secretariat-greffe of the court where the main establishment sits, within three months of opening it 3. A company must register within three months of its formation 3. Within one month after registration, two notices are due, one in a legal notices journal and one in the Bulletin Officiel 3.
DirectInfo, at www.directinfo.ma, gives a multi-criteria search of all businesses in the central register and lets users order documents 2. OMPIC applies two price lists, one for small firms, natural persons and universities and one for other users. It grants a reduction of up to 50 percent to users of its online services 4. The Identifiant Commun de l'Entreprise (ICE, common business identifier) has 15 positions. OMPIC assigns it to a new company with the certificat négatif (name certificate) 6. OMPIC reported 66,277 new registrations in the first eight months of 2026, of which 49,897 were legal persons 5.
The Bulletin Officiel
Moroccan laws are published in the Bulletin Officiel. Law 31-13, for example, appeared in Arabic in general edition n° 6655 of 12 March 2018 and in French in n° 6670 of 3 May 2018 7. Land registration deadlines run from notices published in the Bulletin Officiel 8.
The site of the Secrétariat Général du Gouvernement (sgg.gov.ma) did not respond when tried on 7 November 2026, so archive and subscription details are not given here.
Courts and access to judgments
Administrative courts hear access-to-information disputes. Under article 21 of law 31-13, a requester may bring a case before the competent administrative court within 60 days 7. No official text of the law on judicial organisation and no official judgment database were opened for this page, so the court structure is not set out here.
Land registration
Land titles follow the dahir of 12 August 1913 on immatriculation foncière (land registration), as amended and supplemented by dahir 1-11-177 of 22 November 2011, which promulgated law 14-07, published in Bulletin Officiel n° 6004 of 15 December 2011 8. Registration is optional under article 6. Under article 7, it is compulsory where specific laws require it and in zones opened by order of the minister who supervises the ANCFCC 8.
Under article 24, oppositions may be filed within two months of the publication in the Bulletin Officiel of the notice closing the boundary survey 8. Article 62 states that the titre foncier is final and cannot be challenged 8. The ANCFCC website returned an HTTP 403 error when tried on 7 November 2026, so its fees and online services are not given.
Access to information and personal data
Law 31-13 on the right of access to information was promulgated by dahir 1-18-15 of 22 February 2018 7. A public body must answer within 20 working days, and may extend this once 7. A requester may complain to the head of the body within 20 working days and then to the Commission du droit d'accès à l'information within 30 days 7. The commission sits with the Head of Government and is chaired by the president of the national data protection commission 7.
The Commission nationale de contrôle de la protection des données à caractère personnel (CNDP, national commission for the control of personal data protection) lists law 09-08 and decree 2-09-165 as its legal texts. Its site has an online complaint form 9.
