The commercial register

The Ministry of Economy and Trade lists al-sijill al-tijari among its services. Under its electronic services it links systems for imports and exports, the commercial register and commercial agencies 1. Its home page lists a notice titled damj ba'd makatib al-sijill al-tijari al-mahalliya (merger of some local commercial register offices), with dates of 6 and 13 November 2019 1.

On 23 March 2020 the minister held a meeting at the ministry on the general commercial register system. The director of the general commercial register office and the Niqabat Muharriri al-'Uqud (syndicate of contract drafters) attended. The meeting reviewed how the system works and gave final comments before its launch 3. The ministry's pages opened for this page do not give a launch date.

Forming and renewing a company

For a sharika musahima (joint-stock company), the ministry asks for the articles of association and a letter from a commercial bank stating that 30 percent of the subscribed capital has been paid 2. For renewal it asks for a renewal request and a copy of the company's commercial register extract 2.

For joint companies with a foreign partner, papers from the foreign partner must be certified in its home state and by the Libyan embassy, and translated into Arabic inside Libya 2. The ministry states that joint companies take the form of a joint-stock company under Commercial Activity Law No. 23 of 2010 for amendment, dissolution, liquidation and deletion 2.

Gazette, courts and what could not be confirmed

The Ministry of Justice site links to al-Jarida al-Rasmiya al-Libiya (the Libyan Official Gazette), to its Information and Documentation Centre and to the Supreme Judicial Council 4.

The Supreme Court site (supremecourt.gov.ly) returned an HTTP 502 error when tried on 7 November 2026. No official source on register fees, register search, land registration, access to information or personal data was opened, so these are left out.
